Provide Puerto Rico with the resources necessary to combat the flow of narcotics into the United States.

Puerto Rico has a murder rate 5 times the national average. This surge in violence stems from the fact that drug cartels have started moving their operations there as it provides a porous border into the US with 80% of the drugs then flowing into the mainland. Puerto Rican politicians recognize that the fight there is underfunded compared to Mexico. However, other big drivers of this problem are corruption in local law enforcement and an economy that is lagging behind the rest of the US with an unemployment rate of 14%. We propose that more resources are provided to bolster law enforcement efforts and improve the overall economic condition. This, if made conditional on reforming local agencies to fight corruption, will improve the security of the island's 4 million US residents.
