Provide :At risk schools that teach technical skills that lead to high paying jobs for minorities starting in 7th grade

Because of poverty, the lack of education, opportunity, an optimum environment and a good family unit, many minority children fall through the cracks and end up in the justice system which is unwilling to administer equitable, fair penalties or rehabilitative interventions to help these youngsters and older black and brown young people to have a positive outcome and become productive members of society. Incarceration with harsh sentencing of a specified group is inhumane and a violation of these people's human rights. Because the laws of our country can be used to the advantage or disadvantage of these people,the majority of the time, there is little hope and aspirations die in a system like we have in America for minorities. Invigorate rather than incinerate a life. Nurture instead
