Form a Presidentially appointed consortium of major University Engineering Departments to establish an Urban and suburban highway transponder system to improve vehicle highway use efficiency.

Develop driver communications standards in radio and cell phone and utilize GPS to track and monitor vehicular movements within the system and send driver requests for speed, direction, lane use, and routing. Drivers enter destinations each time they access the system.

Develop vehicle sensors to detect alternate vehicle proximity for system compliant and non-compliant vehicle detection and feedback.

The system judges impairment and non-compliance through monitoring and scores driving and routes. Mpg and safety have dramatic increases. Transit time decreases dramatically. The system becomes smart.
