The President shall provide proof and certify to the people of the USA that all criteria have been successfully met prior to lifting any sanctions;
1. Iran's current stockpile of low-enriched uranium will be reduced by 98 percent, from 10,000 kg to 300 kg.
2. Current stockpile of 19,000 centrifuges (of which 10,000 were operational) reduced to no more than 6,104 operational IR-1 centrifuges, with only 5,060 allowed to enrich uranium limited to the Natanz plant. Non-operating centrifuges will be stored in Natanz.
3. Iran's Fordow facility has stopped enriching uranium and researching uranium enrichment
4. The IAEA has installed all surveillance equipment at nuclear sites
5. IAEA inspectors in Iran are at 150 personnel
6. IAEA has issued their report that the above have been complied with
