Thousands of STEM workers from India and China have to wait 3-6 years for their green cards. At the same time, US schools are facing a shortage of STEM teachers who are qualified in the subjects that they teach because they find better paying jobs outside of teaching

The Obama administration could provide training to foreign STEM workers who are waiting for their green cards. These people are already well qualified in STEM fields and only need to trained on the latest educational tools and techniques. These workers will have to pledge to donate certain amount of time participating in the US educational system, and the government can fast track their green card application
