Provide subsidies for the purpose of moving electric power lines from poles above ground to primarily underground to prevent the year after year electric power outages due to wind, ice, snow, and other natural causes. This is done in Europe and there is no reason why we are so far behind here. This would even save lives, in addition to creating jobs.
