Provide tax-benefits for US-based, US-employed businesses, Great and Small alike

Raising taxes on US-based companies that outsource their work, while I would be comfortable with, will only encourage them to migrate from our Nation entirely. Instead, I would like to see Tax-incentives given to bring our industry-jobs back, with the tax-breaks scaling based upon how many new workers are employed.

As well, give significant tax-breaks for business that are *JUST* being started. They must apply to a Bank for a loan, and provide a reasonable plan to generate revenue. If deemed acceptable, then they are given "tax relief" for a year. If their business meets their terms of the loan, then for the following two years, they may operate with a tax-cut, while also being able to apply for the aforementioned tax-cut for hiring professional (read: not blood-related) workers.
