Provide a tax break on 2013 Federal Taxes proportionate to unavailable services due to the Government Shutdown.

We as a people agree to pay taxes based on the belief that our government will provide services and protections. During the 16 days in which the United States government was shutdown, due to political ideology on both sides of the issue, the majority of services provided were unavailable to the American people. As such, I propose a 16 day tax break related to all Federal taxes in 2013 for all American Citizens, proportionate to the services that were not provided by the Federal government.
