Being a responsible gun owner should include locking firearms in a safe. However, many people simply cannot afford gun safes for their firearms and (realistically) many would use the money toward other purchases. If tax breaks or rebates or refunds were offered by the gov't for a gun safe, more gun owners would use a safe. If the Government would support the Second Amendment AND promote gun safety for a worthy cause, it would save lives, keep guns from children, the mentally handicapped, criminals, and help law abiding gun owners become more responsible gun owners.
