provide the tax cuts for the job creators only when and if they actually create jobs in the states.

With all the talk of tax cuts that are needed for the job creators we should tie those cuts to actual job creation. If they are not creating jobs now with the cuts then why continue the cuts. And if they are creating jobs due to the tax breaks then allow them to receive them so long as they continue to work at creating new jobs here in the states and not abroad in other countries.
