Provide Tax Deductions for Child Support/Health Insurance Payments

This petition is concerning Child Support/Health Care Insurance payments made by the non-custodial parent. The non-custodial parent should be allowed to claim these payments as partial support of a dependent. An example of this would be my personal situation. I pay $X/year in child support as well as carry the Health Insurance on my child. Although she does not live with me full time, I feel that this should be considered as at least half of the expenses required to care for a child within my income range. If it is found that the non-custodial parent is contributing more/equal to the amount of the custodial parent, I feel that the child care credit should be split between the parents. I would like the tax laws regarding these situations to be revisited and amended to benefit both parents.
