The City of East Cleveland, Ohio presently lay in a state of emergency which largely resulting from extensive foreclosures, abandoned properties, and divestment of businesses, crime and along with some mis-management. Foreclosed and abandoned properties have left East Cleveland in a state of devastation, inciting increased crime and violence. This has invoked upon the public fear, panic and despondency both individually and collectively.
