Provide Universal Healthcare and Decriminalize All Drugs just like Portugal did

Those who have studied drug policy know that the war on drugs has failed, and know that drug use, addiction, deaths, HIV rates and poverty as a result of drug use are skyrocketing. Those who have studied Portugal's drug policy know that by providing universal healthcare first, and then decriminalizing all drugs these problems have been largely reduced. The goal of this petition is to reduce the drug use rate (especially among minors), as well as the death rate, addiction and HIV rate. We want to bring addicts out of the shadows and allow them to get the help they so desperately need. This starts by mirroring policies which have scientifically been proven to work in addressing these issues. This is a health issue, not a criminal one. We are not pro-drug use, we only want a policy that works
