All gun owners must get a permit renewal that includes getting a mental examination that proves that ownership of any weapon that fires projectiles lethal and dangerous enough to be considered as "guns".
If a gun is being carried across state boundaries, and is found by any police officer, they are allowed to confiscate that weapon until a renewed permit is provided or the gun owner has received a written consent form from their government, local or state-level, stating that the owner of the gun is a stable, law-abiding citizen, via governor of his resident state or current state being traveled in. If said weapon is on private property in either jurisdictions, it cannot be seized unless reasonable doubt of public safety is sought by the public or an officer of the law after investigation.
