PSLF to allow balances to be forgiven after 5 years instead of 10.

This is a petition requesting that the balance on all loans qualifying for PSLF be 100% discharged (without penalty of having to count it as earned income) after 5 years of repayment in an income-based or higher payment plan instead of the 10 years that is currently in effect. The 5 years should begin from the start date of repayment and not from any date after unless default and non-payment has been an issue. In that case, the 5 years worth of payments should be counted from the earliest date post default or non-payment. Those on the PSLF track should pay 10% of discretionary income versus the 15% currently in effect.
