Per the original text of the United States constitution, the boundaries of congressional districts are currently drawn by each state.
In many states, this means that the districts are deliberately drawn to favor one party over another in that state's delegation to the house of representatives.
A more egalitarian way to draw congressional districts would be to draw the districts using a "shortest-splitline algorithm" based on population densities as determined by the decennial census.
I am petitioning the president to publicly call on current members of congress to draft and propose an amendment to the United States constitution requiring that federal congressional districts be determined by the shortest-splitline method.
