5 laws that could reduce the # of guns that get into the hands of criminals and the mentally unstable
1) Universal Background checks on ALL guns sold/transferred.
2) Psych Evaluations annually to obtain/renew gun permits.
3) Last Known Owner Law - The last registered owner of a gun is liable as an accessory to any crime committed with any weapon for which he/she is the last registered owner, if it's proven he/she was Negligent in the safeguarding of that weapon, or failed to report it lost or stolen. This would incentivize gun owners to properly lock up their weapons and not illegally transfer them.
4) Require gun manufacturers to come up with indestructible serial #s for every gun made.
5) Require trigger locks be sold with each gun and remain on that gun when not in immediate use.
