This is a petition to the presidential administration to publicly state their acknowledgement of the difference, of degree but NOT of type, of human life with non-human life,

This is NOT a petition for the Presidential administration to offer a prescription for the e.g. the number of bears equivalent to one human, but just an acknowledgment of the fact that SOME number of bears is equivalent, in some situation involving some number of bears and a person, to a person.
