Publish Bills on the Internet Five Days Before the President Signs the Bill into Law

As a candidate for President of the United States, then-Sen. Barack Obama promised that if elected he would "... not sign any non-emergency bill without giving the American public an opportunity to review and comment on the White House website for five days." (Source: "Blueprint for Change: Obama and Biden's Plan for America," p.10.)

Four years into his administration, the President has failed to honor this promise. Therefore, we the people petition the President to publish all non-emergency bills on the White House website for five days before signing them into law just as he has promised.
