Punish those who are using ghost voting.

Ghost voting is illegal, or at least it isn't aloud, but there are just loads of videos of people doing it. When asked about this their responses are simply saying ghost voting is not being done. When showed the videos of them ghost voting they start coming up with excuses as to why it's being done. The whole reason they are there is to vote. That is their job. Why is it so hard for them to do it? I understand removing everyone that participates in ghost voting would throw the system into chaos. Why not fine them for every time they do it? Repeat offenders that continue to abuse the system should be removed. If these people are just going to phone it in and not do their job then they shouldn't have it. I want people who care enough about what's going on with the US to do their job.
