R156-22-502: Unprofessional Conduct. REVISED 2.23.14
"Unprofessional conduct" includes:
(1) Mr.Atkin is responsible for overseeing and approving the Pavement depths and Strength test results and consenting to open an unsafe Interstate (I-80) to traffic near Waverley Nebraska, EB Lanes.-How,and Why? Is questionable about his abilities.
(2) Mr.Atkin is failing as an Assistant Division Administrator (Principal) to exercise responsible charge and implement appropriate construction corrective standards of FHWA/AASHTO to ensure public safety and welfare on I-80 which has failed pavement.
(3) Mr.Atkin is failing as a supervisor to exercise supervision of a subordinate, and acted in an unexplained confusing manner to depict the good “Professional Judgment”.
