purchase any person residing in the U.S. that does not wish to be an American a ticket to the country of their choice

Create funding by the Government to use funds from the tax payer of the United States of America to purchase any person residing in the U.S. that does not wish to be an American first a ticket to the country of their choice. If a person so chooses to use this ticket they shall be banned from reentering the United States unless they payback the current rate of the ticket to the US government plus an interest rate equal to the average market rate at the current tiem of re-entry. Violation of this program will be punishable by law as acts of illegal immigration.
