The United States has shown how it can be a positive force for humanity when it uses it's resources to help those most in need. Most recently, we showed this during the typhoon that hit The Philippines.
The vessels being built for the Russian Federation have amphibious capabilities that could encourage Russia to act similarly as it has in Crimea and Georgia. However, if these vessels, currently near completion in French shipyards, were to be used for peaceful purposed we can not only deny Russia the use of these vessels, but provide a permanent humanitarian mission in the African and Asian regions - building positive relationships with other governments.
I purpose, that the ships be commissioned and run by the US Coast Guard given their specific training.
