We the people of the United States recommend to the US government to purchase the land described as Baja California from the great nation of Mexico for an approximate sum of 500 billion dollars.
Furthermore, to create jobs, territorial and economic expansion, we suggest setting this new possession up as a free trade zone (FTZ) or export processing zone (EPZ), that is exempt from the normal regulatory and environmental and taxation restrictions within the US.
This free trade zone would work the same as similar zones such as Hong Kong and Dubai, both in spirit and practice.
Such a purchase can be financed through the issuance of bonds, loans and spending cuts, to be repaid through economic growth and taxation revenues from said growth.
