I feel the government should limit spending so that spending does not exceed 90% of taxes, as well as limiting taxes so they can not force spending below 90% of taxes, with the exception that if a independent collection of economists determine that we are in a recession spending would be allowed to exceed tax revenue and deficit spending would be allowed for no more than five years or until the same collection of economists determine the recession has ended and that the economy is stable enough to stand on its own. Also in the amendment there should be the rule that no family should receive more in tax returns than the family paid in as well as a caveat that each bracket of people being taxed are limited to only a certain percentage of their tax return.
