Pursue amendment of the Constitution to require a balanced federal budget prior to the start of each fiscal year

The Constitution shall be amended as follows:

The President shall propose and Congress shall pass a balanced Federal budget each year. The budget must be fully balanced, with expenses not exceeding revenues, and must be fully executable with no continuation or contingency clauses. Failure to pass a balanced budget prior to the start of each fiscal year shall result in a fine against each member of Congress in the amount of 50% of current salary. Failure to pay this fine shall result in imprisonment for a period no less than six months. Should the President fail to submit a budget on time to Congress for passage, then the President shall be subject to a fine in the amount of 50% of current salary. Failure to pay this fine shall result in immediate impeachment actions against the President.
