We call upon Congress to send to the states for ratification a constitutional amendment to overturn Citizens United v. FEC, thus restoring constitutional rights and fair elections to the people; such amendment needs to include the following clarifications:
(1) Campaign contributions are allowable only from REGISTERED VOTERS w/in a candidate's "constituency"
(2) Individual donors w/in any constituency are limited to no >$1500 per election cycle
(3) Constituencies are defined as:
(a) President = registered voters Nationwide
(b) US Senate = registered voters Statewide
(c) US House, State Senate, State Assembly = registered voters w/in that State District
(d) County officials = registered voters w/in the specified County
(e) City/Township officials = registered voters w/in City/Township
