The 1994 Violent Crime Control and Law Enforcement Act https://www.ncjrs.gov/txtfiles/billfs.txt states:
“the Attorney General shall, through appropriate means, acquire data about the use of excessive force by law enforcement officers.”
The Justice Department was also required to publish an annual report on the data collected. To date Freedom of Information Act inquiries have been unable to obtain this data that the Attorney General has been charged by Congress to collect.
This data is readily obtainable, and the lack of an annual report is a flagrant violation of the 1994 Act. This data should be informing public policy and currently it cannot.
Mr. Obama, please enforce this law. Use executive power to require AG Eric Holder to produce this annual report.
