The FBI will pursue hate crime charges against an individual if the person has said, written, or otherwise implied bias against a group of people prior to the crime being committed. The law also states that if a large portion of the community believes that the crime was racially motivated, they will investigate and consider hate crime charges. The senseless murder of Chris Lane was racially motivated and anyone can see it through his comments on various social media outlets.
