LEO in the US often hide behind immunity from civil and even criminal charges as a result of their conduct. Unfortunately, few of incidents of severe negligence or even intentional abuse are resolved in a publicly acceptable way and a federal body or federally mandated group of bodies comprised in large part of non-LEO is needed to oversee corruption and abuse claims against officers and reduce protection from personal responsibility and liability for their actions and ensure proper officer oversight. The line between liability for actions and decisions for excessive force, violation of rights and other abuses and protection from liability for normal actions of their job needs to be drawn.
