A Constitutional Amendment is needed to make sure the government truly represents the will of the people. To do so it should have three parts:

1) Congressional districts must be drawn contiguous with a difference of no more than 5% between the most and least populated districts.

2) If you cannot vote in a given election, you cannot contribute to it materially. Fund raising for a congressional seat must be done entirely within the district, senate and state executive branches can raise funds state wide, and only presidential candidates can raise funds nationally. This will exclude funding from corporations, unions and "think tanks".

3) Anyone addressing either the House of Representatives or the Senate does so under oath, subject to perjury laws.
