push for an amendment requiring that each line of a bill be annotated with the author/instigator of that line.

Each line of a bill submitted to congress should be annotated to indicate the author of that line of the bill. Thus the good ideas will result in acclaim, and pork and earmarks can be attributed to the congresspersons and/or senators which sponsored that waste. This establishes transparency and responsibility where it currently does not exist. This will also make for shorter, easier to understand bills.
