Current technology provides for the security of communication devises, credit and cash transactions, as well as access to facilities and services through the use of password protection and other electronic strategies. The general public makes use of this technology in using their personal computers, the Internet, and smart-phones. Through legislation the government could require the future manufacturing and sale of civilian-owned firearms that are inoperable by anyone other than the registered owner. This will help reduce the involvement of stolen weapons in the commission of a crime, or their use by a child or an individual, such as a family member, with a mental or emotional illness that may impair their judgment. Voluntary programs to exchange old guns for new ones should follow.
