Our founding fathers did not intend Congressional seats to become career jobs. While most Senators and Representatives entered public service to effect change, too many becoming wrapped up in maintaining their political position and vote the party line to ensure support from their respective party. I propose limiting members to 12 years in either chamber, with a mandatory 2 year wait to move from one chamber to the other, and a maximum of 20 years total service. I also recommend changing the length term for Representatives to 4 years to minimize the interruption of elections.
