Because of the importance placed on recommendations and findings from Congressional Committees, and in direct response to some of the recent public statements from certain members of the House Committee on Science that demonstrated a staggering ignorance of basic science, a fact-based knowledge test of the subject(s) covered by the committee should be a prerequisite for any member of Congress seeking appointment to a committee. Failure to demonstrate at least a working knowledge of the subject should automatically disqualify individuals from consideration for Committee posts, and higher scores should be the primary factor when considering nominees.
