In recent years Congress has repeatedly failed to pass a federal budget, relying instead on Continuing Resolutions. These Resolutions, combined with battles over sequestration, the debt ceiling, and the continuance of certain tax breaks, have led to a constant uncertainty in our economy that damages faith in our system. It has resulted in lowering of our country's bond rating, and makes true economic recovery impossible.
Members of Congress, clearly unable to do the jobs to which they were elected, need additional incentive to actually do the work they are paid to do. Being restricted to the city limits of Washington should provide this incentive.
