Proposed amendment:
1. Information about an individual belongs to that individual. An individual must be given access to all information held on him, no matter who holds it. Any entity that gathers information about an individual must obtain approval from the individual, which approval must be renewed on at least an annual basis.
2. National security and ongoing law enforcement investigations are the only exceptions, and those are to be kept to an absolute minimum.
