Elections would be a two-step process. First, anonymous candidates would submit their solutions for 5 problems. Second, the top 5 winners would be revealed and participate in a runoff election (so we'd know we're not electing a serial killer). This would remove money, charisma, connections, fame, etc... from being a factor. Everyone would have an equal chance to win.
