Introduce a bill and pass into law that suspends the pay and benefits of all lawmakers, administration, and regulatory officials when the expenditures of government exceeds 90% of revenue taken in by government.
An additional measure added to this bill should also impose a disqualification for all congress (house AND senate) to run for re-election if deficits in the budget are passed which ignore the first part of this bill. For immediate effect, no "grandfather" clause allowing congress to bypass this law for themselves while imposing it on new members.
