Both in the USA and basicly anywhere else in the world, net neutrality hasn't been taken up in the law. The internet is supposedly a neutral place, according to both certain politicians and politicial parties worldwide and to a large fraction of the people who use it. However, many countries continue act 'as if the internet is theirs'. For example, China bans everything that has to do with the Dalai Lama, and in the Netherlands a politicial party had been sued by their variant of the DMCA and had to take down parts of their website.
It appears that even politicial parties have to bow for the power of money even on the internet.
The internet is supposed to be a place for free speech, we must keep it that way! Make Obama push for free internet internationally!
