There should be a bill introduced that requires that all bills submitted be restricted to a specific issue and all related subjects to that issue. Unrelated subject matter or 'pork' should not be added as a tool for congressmen to seek to curry favor with each other. A good bill should not be held hostage to partisan activity unrelated to the bill.
