Push for much stricter regulation on the breeding and care of canines

Over four million unwanted dogs are euthanized because shelters are overcrowded, and two to three million are because they don't get adopted. Only ten percent of stray dogs are spayed or neutered. In order to stop this problem before it gets even worse there needs to be much stricter regulation of the "breeding industry" and for pet owners including
1. All owners must have their dog tagged with a tracker/ID chip beneath the skin allowing the dog to be located and identified and they must be spayed or neutered
2. A national database needs to be set up of dogs that states or local governments can access to identify dogs found in their jurisdiction
3. Much stricter penalties for abandoning dogs
4. Federal action to shut Down "Puppy mills" or force them to conform to strict federal standards
