State and local governments spend millions every year purchasing software. Instead, a coalition of state or local governments should be formed to create, maintain and use locally created open source software.
For example, parking tickets are handled about the same way, but each local jurisdiction has purchased software to help them handle it. You could create a three tiered approach for small, medium and large size cities and have the appropriate platforms to support each one.
Same goes with libraries, schools and many other aspects of basic government services.
