Members of the public who are on welfare are effectively held responsible to taxpayers. In order to ensure taxes are spent wisely, it would be necessary to ensure those benefiting from welfare are using to sustain their lives. Welfare money should be used for food and lodging purposes only, thus food stamps are only for food and can be used only when purchasing food. Those who are on drugs cannot be accepted into welfare for it increases the possibility that taxpayer money will be sustaining their lifestyle of drug abuse, which is unethical.
