push State Legislatures to initiate a Constitutional amendment that dissolves Congress if a budget is not passed.

If Congress is unable to do perform their most basic duty, funding the Government we have established and elected them to govern, it should be dissolved and immediate new elections held. Not only would this provide the ultimate incentive to compromise, it would provide the ultimate check and balance for citizens against partisan gridlock.
