All newly elected Congressional members shall be limited to serving at most 2 consecutive terms in office, or partial terms if appointed, either as Senators, Representatives, or a term of each. People who have served 2 consecutive terms, or partial terms if appointed, will be allowed to again run for Congressional seats after 4 full years of absence. People who have lost their seats by popular vote and have served less than two consecutive terms will be allowed to again run for office after 2 full years of absence.
