since 1986 the US goverment has not been able to tax the new manufactering and importation of class 3 firearms to nondealers (private citizens) this has caused a shortage in tax revenue. By allowing the tax it would add billions of dollars to the goverment. With every sale there would be a FBI back ground check and finger prints would be taken along with photos. All sale would have to be aproved by the BATF.
