Put an amendment to the constitution concerning sensible gun control on the next ballot for a direct vote by the people.

The American people should have the opportunity to vote to amend the Constitution as follows:
Gun owners must submit to a background check and a mental health screening. Gun owners take responsibility for their weapons, and if an unsecured weapon causes death or injury, they may be charged as an accomplice to any federal or state charges. Gun owners must take a certification class every 3 years, at no cost to them. Gun owners have an obligation to disclose that there are weapons in the house to the parents of any child under the age of 18 before they admit said child into their house. States have a right to pass stricter restrictions should they see fit, but in no case can a state outlaw any weapon manufactured prior to 1875.
