Put a bill before congress allowing felons convicted of a class C felony or lower to have a path back to full rights

We ask the administration to submit a bill before congress that would allow a path back to a restoration of full civic rights to any felon convicted of no more than one class C felony or lower, not including sex offenders. We ask that this bill include protections for the "ex-felon" in regard to their record, sealing it against background checks of the private sector and public access to private information.
We ask this because we see a need for a federal law in order to stem the epidemic of legally sanctioned discrimination of a whole class of people numbering over 2 million. And also, to better harmonize the treatment of felons that move across state lines.
The US accounts for only 5% of the worlds people but holds some 25% of the worlds incarcerated inmates. Say no to injustice.
