Put a cap on tuition fees at all degree colleges of maximum of $500 a month.

Lower tuition fees would ensure access to education for everybody and prevent students graduating with big student loans which they can't pay back. At present tuition of $40000 a year in private California colleges, a student with a Bachelor degree graduates with a loan of $160000 for tuition alone. There is no way the student could ever pay it back, even if he/she got a job paying $40000 a year. Also, Ivy League colleges would truly educate teh meritorious rather than acting like they do, as it has been reported they want a certain percent of "full paying students" over merit students as they can't afford to fund everybody. This would make USA competitive with China, India. his would also prevent the problem of students amassing huge student loans which they can not pay.
